Строительная афера в Запорожье, или недостроенные дома на Песках

Недострой на Песках, Запорожье

Уже который год жители Южного микрорайона могут наблюдать за незаконченной стройкой на 5-м микрорайоне. Одно из зданий возвышается над прилегающей территорией, а другое лишь начали строить. Эпопея длится уже который год, и люди, рассчитывавшие получить собственное жилье, все еще надеются на лучшее.

Завязка истории

Все началось в горячем 2014 году. Тогда мэром Запорожья был Александр Син. Была принята программа льготного кредитования нуждающихся в получении жилья. На эту программу выделили 18 миллионов бюджетных гривен. Реализовать ее предполагалось за счет завершения строительства многолетних недостроев или же строительства новых зданий.

Но до дела так и не дошло, и все продолжалось вплоть до 2016 года. Тогда мэром города уже был Владимир Буряк, решивший получить свою долю пиара за счет обеспечения запорожцев жильем. Как раз удачно подвернулась программа молодежного кредитования. Она предусматривала кредит на жилье на льготных условиях, притом на длительный срок. Даже малообеспеченные семьи могли себе позволить, как казалось, жить в своей квартире. Застройку должна была обеспечить фирма, принадлежащая нардепу и известному запорожскому бизнесмену Петру Сабашуку.

Бизнес и мэрия едины

Перед началом строительства на место будущих домов приехали Сабашук, на тот момент депутат Верховной Рады и мэр Владимир Буряк. Они вместе раздавали много обещаний и произносили пафосные речи. Обещалось, что самое позднее в 2019 году дома будут готовы и сданы в эксплуатацию. Городской бюджет «влил» в эту стройку 27 миллионов гривен, и казалось что все будет хорошо. Внешне надежный застройщик, имевший к тому времени обширный и успешный опыт строительства жилых домов, поддержка городских властей – что еще нужно, чтобы частично решить проблему с жильем в Запорожье.

Поэтому многие запорожцы решились поучаствовать в строительстве, инвестировав свои средства заранее. По сути, людям продали воздух и туманные перспективы, но для рынка недвижимости это по большому счету нормальное явление. Проблема состоит в ответственности и честности застройщика, а с этим оказались большие проблемы.

Первые четыре подъезда Сабашук обещал сдать еще в конце 2017 года. Но этого так и не произошло, да и вообще в целом ни одного подъезда фирма-застройщик так и не сдала. Один дом остался стоять пустой коробкой, второй не особенно ушел вверх, построены только подвальные помещения. С тех пор начались мытарства инвесторов и их борьба за свое жилье.

Мэрия же практически самоустранилась от решения проблем. Отделываясь отписками, дежурными фразами городские чиновники на словах поддерживали инвесторов, а на деле совершенно не беспокоили застройщика. Мэр даже заявил, что с городскими властями стройку не согласовывали (видимо, Буряк забыл, что сам присутствовал на строительной площадке).

Начало работ

Инвесторы

Среди покупателей жилья в этом доме немало людей с не самым высоким уровнем дохода. Среди участников кредитной программы в основном переселенцы, многодетные родители и участники АТО/ООС. Многие из них взяли кредит по государственной программе, и уже который год платят деньги за воздух. Приведем несколько примеров.

Так, семья пенсионеров Рыженко жила в Запорожье, в 2012 году решили переехать в Крым. Жизнь в солнечной Ялте выглядела достойным отдыхом и казалось, что так будет всегда. Но вскоре Крым был оккупирован, и вскоре от греха подальше Рыженко решили оттуда уехать. Жилье в Ялте было продано, а полученные средства они инвестировали в новострой на Песках. Естественно, никакой квартиры они так и не получили. В итоге люди живут где придется, и который год ждут свою жилье.

Запорожский журналист Сергей Сидоров смог выяснить точное число неудачливых инвесторов и заемщиков

Ветеран АТО Алексей Гиренко тоже решил воспользоваться льготной программой кредитования. В конечном счете жилья он так и не получил, хотя вынужден выплачивать кредит. Кроме того, семья Алексея живет в съемной квартире, а за аренду тоже надо платить деньги. Соответственно, семья ветерана несет дополнительные финансовые расходы, как и многие другие их товарищи по несчастью.

Дальнейшая судьба стройки

Одним из вариантов решения проблемы могла стать передача стройки в коммунальную собственность. Это позволило бы выделить новые средства и достроить дома жилых комплексов «Козак сити» и «Монолит». Конечно, это потребовало бы серьезных дополнительных затрат, но альтернативных вариантов решения на данный момент нет.

Жильцы заселятся сюда очень не скоро

Сам Сабашук же постоянно обещал достроить дома разными способами, одновременно ссылаясь на нехватку средств как причину остановки работ. Тем не менее, до дела так и не дошло. Фирма экс-нардепа даже не подготовила проектную документацию для передачи ее мэрии или новому застройщику. Тем временем, фирма ЗДСК по сути является банкротом и заложена другой фирме Сабашука. Точнее, заводу по производству газоочистного оборудования. Бенефициаром окмпании является Илья Сабашук, сын бизнесмена. А владельцем – сам Петр Сабашук и его жена Елена. На данный момент существует вероятность того, что хитрый бизнесмен завладеет зданиями и деньги людей пропадут впустую.

Чтобы жтого не допустить, несостоявшиеся новоселы подали в суд на мэрию, активно выхоядт на митинги протеста. Суд завершился успешно для вкладчиков, была признана преступная халатность чиновников при организации и проведении работ по строительству домов. Также суд обязал мэрию активизировать работу по достройке домов.

Недостроенный ЖК «Монолит»

Тем не менее, это никак не повлияло на состояние стройки. Она не продвинулась ни на сантиметр, и нет никаких шансов на ее продолжение. Сабашук утверждает, что причиной остановки работ стала пандемия коронавируса, финансовый кризис и прочие форс-мажорные факторы. Но в то же время все вышеперечисленное не помешало политику и бизнесмену обзаводиться все новой, и новой недвижимостью и имуществом.
