Сейчас в Запорожье опять нет мэра, а есть исполняющий его обязанности человек. Сложно себе представить, кто будет руководить нашим городом оставшееся время, пока что ни одна из политических сил своего кандидата не выдвинула. Но обычно, даже в самой тяжелой ситуации, всегда находился человек, желавший «поднять» город с дна. Более чем сотню лет назад этим человеком стал Феликс Мовчановский.
Родился будущий коммерсант и городской чиновник в 1853 году в Харькове. Семья его имела польское дворянское происхождение, и поэтому Феликс Францевич получил хорошее домашнее образование. Уже в 1870-х годах он переезжает в Александровск. Что побудило его переехать сюда – неизвестно, ведь в ту пору наш город сложно было назвать перспективным.
Уже к 1875 году он основал свое собственное предприятие под названием «Паровой лесопильный завод и лесная торговля Мовчановского». Лесопильным бизнесом тогда занимались многие, но Мовчановский был одним из тех немногих, у кого были действительно неплохие результаты. К рубежу двух веков он подошел очень обеспеченным человеком.
Но помимо коммерции, Мовчановский принимал активное участие и в общественной жизни города. Он принимал участие в деятельности городской думы и вел непримиримую борьбу с действующим городским головой. Тот поначалу не хотел оставлять свой пост, но к 1901 году все-таки сделал это. Его место и занял Мовчановский, который верил в возможность перемен к лучшему.
Вскоре после своего вступления в должность Мовчановский распорядился проверить состояние коммунального хозяйства города. Комиссия нашла его состояние ужасным, а случилось это по вине предыдущих городских властей. Дело было вовсе не в отсутствии средств, а в нежелании что-либо делать вообще.

Работы у нового городского головы было хоть отбавляй. Требовалось продолжать работы над водопроводом, ведь услугами водовозов пользоваться было не только тяжело и накладно, но и небезопасно. Уже проложенные трубы периодически протекали, за их состоянием нужно было постоянно следить. Сам Мовчановский был неплохо образован в техническом плане, и активно вникал в суть всех работ, которые производились в городе.
Еще одним важным делом стала электрификация Александровска. Ранее город освещался только обычными фонарями-керосинками, электрического освещения не было даже на центральных улицах. Да и сами улицы были тем еще зрелищем. В период распутицы (весной и осенью) их частенько покрывала непролазная грязь, что уж говорить о мелких улицах на периферии города. Извозчики часто отказывались везти пассажиров по адресам из-за плохих дорожных условий.
Последнюю проблему Мовчановский решил красиво и без существенных затрат для городского бюджета. Все проезжающие через город торговые повозки обложили налогом. Это позволило финансировать работы постоянно и в полном объеме. В итоге большая часть основных улиц города была вымощена брусчаткой. Сделали это настолько качественно, что и до сих пор при ремонтах иногда строители натыкаются на нее под слоем асфальта.
Также была построена и городская электростанция. Это позволило электрифицировать городские улицы, сделав проживание в Александровске более комфортным. Также электрифицировались и городские дома, общественные учреждения.

Мовчановский неустанно боролся за повышение образовательного уровня горожан. Все открывающиеся учреждения города испытывали на себе его внимание, он принимал участие в их создании и решении первоначальных проблем.
Особое внимание Феликс Францевич уделял созданию и развитию хутора глухонемых. Это было первое инклюзивное учебное заведение в империи. Учащиеся тут не только получали необходимые знания по образовательной программе, но и приобретали специальность, позволявшую в будущем прокормить себя во время взрослой жизни.
Но именно дела хутора глухонемых и сыграли злую шутку с Мовчановским. Неизвестные «доброжелатели» написали на него донос. В нем говорилось, что городской голова расхищает средства, прикрываясь благими намерениями. Мовчановский был вынужден уйти со своего поста. Позже разбирательство подтвердило его невиновность, но пост мэра Феликсу Францевичу уже никто не вернул.

В 1914-1915 года он отсутствовал в городе, работая в организации Красного Креста. К 1916 году Мовчановский вернулся в город и снова возглавил его. Но времени на позитивные перемены уже не оставалось, так как вскоре началась революция, а за ней – и Гражданская война. В ее вихре и погиб самый известный мэр Александровска дореволюционного периода. По определенным данным, он был мобилизован в Красную армию и умер от тифа. Горькая ирония судьбы состоит в том, что его сын воевал в кавалерии Белой армии, то есть против собственного отца…
