Навіть сьогодні бути мамою непросто, а тридцять років тому це було набагато складніше. Сьогоднішні мами переживають набагато менше побутових проблем. Так, раніше було багато безкоштовних сервісів, але як вони працювали – читайте нижче.
У ті роки подібний вислів звучав доволі часто. Наприкінці 1970-х років радянське законодавство поповнилося положенням про конституційний захист сім’ї державою. Так, номінально все було красиво. У Конституції СРСР 1977 року та відповідно Конституції УРСР 1978 року, вперше в історії радянського права, вміщували окрему статтю, яка присвячувалася захисту сім’ї.
У статті 51 Конституції УРСР зазначалось, що держава проявляє піклування про сім’ю, шляхом створення і розвитку широкої мережі дитячих закладів, організації та вдосконалення побутових служб та громадського харчування, виплати допомоги по народженню дитини, надання допомоги та пільг багатодітним сім’ям, а також інших видів виплат і допомоги сім’ям. Насправді ж з виплатами часто були проблеми, усі можливі доплати видавали з великими проблемами, порушеннями і затрримками. Тому більшість жінок вимушені були працювати, щоб прогодувати і себе, і дитину.
Відчуття, які відчуває радянська жінка, яка поєднує одразу кілька ролей, ідеально описує повість радянської письменниці Наталії Баранської «Тиждень як тиждень», надрукована у 1969 році. У цій повісті 26-річна Ольга Воронкова змушена поєднувати роботу інженера, турботу про двох дітей, домашні справи та обов’язкові заняття з політінформації на роботі. Їй доводиться віддавати дітей в ясла, в садок, але там їх ображають виховательки, вони постійно хворіють. Героїня жонглює щоденними завданнями і дуже боїться знову завагітніти. Вона приймає протизаплідні, але вони занадто ненадійні. При цьому їй не хочеться жертвувати своєю роботою, яку вона по-справжньому любить.
Материнство набагато більшою мірою визначає жінку сьогодні, ніж раніше. За радянських часів виховання дітей було справою колективною, її можна було доручити іншим, наприклад державі. Існували цілодобові ясла, ними активно користувалися, віддаючи в них дітей уже з двомісячного віку. Плюс було безліч дівчат, що біжали із села, можна було легко і дуже дешево знайти дитині няню.
При цьому і в радянський час були окремі голоси, які говорили, що діти повинні проводити час з матерями, що потрібно, наприклад, боротися з відмовою від немовлят. Але ідея, що з дитиною потрібно займатися, підтримувати зв’язок, постійно брати її на руки була ще не так розвинена. Панувала ідея, що дитину можна цілком довірити державі. Та і взагалі, ніколи займатись вихованням самостійно, треба працювати.
Тут важливо зазначити, що протягом майже всього радянського періоду жінкам була доступна лише декретна відпустка, запроваджена в перші роки існування радянської влади. Відпустки по догляду за дитиною не існувало до 1981 року. Більшу частину існування радянського ладу жінкам надавали відпустку лише за кілька тижнів до пологів (від шести до десяти в різний час) і кілька після.
Таким чином, бути з дитиною було доволі проблематично. Цілком звичайною була ситуація, коли з дитиною сиділа няня, або старший родич(якщо умовно бабуся чи дідусь проживали разом з сім’єю). Існували і цілодобові яслі. А якщо вже зовсім не було виходу, то маленьких іноді прив’язували за ноги до стулу чи крісла, щоб кудись не залізли і не наробили собі великої шкоди.
Так, давали – але мало і невчасно. Наприклад, мати мала право купити по 5 кусків господарського мила на квартал. Нормування було дуже суворим, і більше отримувати не можна було. Нагадаємо, що тоді памперсів ще не було, і доводилось використовувати пелюшки, і, відповідно, безкінечно їх прати. І враховуйте, що мило давали не безкоштовно, його можна було тільки купити.
Але навіть щоб отримати ті 5 кусенів мила, треба було отримати відповідний талон, а також довідку з дитячої поліклініки. Талони видавати мали в ЖЕКу, і з цим постійно були проблеми. Талонів на всіх не вистачало, та і потрапити у робочий час туди іноді було дуже проблематично.
У вісімдесяті роки за талонами в основному продавали продукти тваринного походження, алкоголь, сигарети, цукор та крупи. Пізніше було запроваджено картки і на непродовольчі товари. Отримати талон можна було за місцем прописки чи роботи, а для студентів – при гуртожитках. Без талона дефіцитного товару не продавали, навіть якщо в людини вистачало на нього грошей.
Пік розподілу товарів за талонами припав на дев’яності роки. Цей період був важким для України. У 1990 та 1991 роках в УРСР більшість товарів відпускалася за талонами. Спочатку картки видавали на пральний порошок та мило, потім з’явилися талони на труси та майки. 1991 — останній рік існування СРСР — запам’ятався жахливим дефіцитом і кілометровими чергами в магазини. На полицях не було нічого, крім морської капусти та томатного соку.
Хочете купити дитині дитячі суміші? Спочатку знайдіть їх у магазинах. У 1990-1991 роках їх зазвичай просто не було в продажу. Та і більше того, щоб отримати її – теж потрібна була довідка. І якщо в певному магазині немає потрібної, але є інша – можете не іти в інший магазин, її там не продадуть. Робітники торгівлі тоді продавали тільки те, що хотіли самі, і кому хотіли.
Таким чином, тоді народити дитину – було найменшою з проблем. Забезпечити її і себе необхідними речами, продуктами та іншим було вкрай важко.
